84 Phazer Battery ground wire...

Was broke and laying in the belly of my sled. Is this just supposed to be connected to the FRAME? If yes why did they run it all the way to the right side of the sled. Or is it hooked to the starter? Doesn't make sense to me to be hooked up there but, what do I know.

It hooks up to one of the bolts that bolt on the recoil.
