1994 Vmax 600 LE Voltage Drop

I did my best to find some information related to this problem but could not find anything, I hope someone can help me out.
I purchased a 1994 Vmax 600 LE last season and the previous owner told me the electric start worked. This season I bought a new battery and as we have had some snow I have been riding the last week with the new battery installed. After a ride a couple of days ago and using the electric start several times after the last stop I tried to start the machine again and the electric start did not work. The problem was that the battery was low, if I remember correctly was 7 volts dc. The next day I starting looking into it and found that when the machine is running with the dead battery removed the voltage across the positive and negative wires is about 7 volts dc. The machine functions properly with everything working but when the motor is accelerated the voltage does not increase. I disconnected the regulator/rectifier and am getting about 15 volts ac feeding the regulator. With the speedometer cluster disconnected the voltage across the positive and negative cables is proper about 13-14vdc, I forget the exact readings. It appears that there is a short in the cluster or the front headlight is pulling me down to 7vdc. I have not looked into it more as it has been too cold. Has anyone seen problems in the speedo cluster that short somewhere and pull down the dc voltage? I need to get this working so that when I am running my battery will be recharging.
