Just wondering if it would be better for my machine if the oil pump was set a bit richer and possibly aid in preventing another burndown? i know there is a cable adjustment but there is also a phillips drive screw that bolts to the reed block which seems to be an adjustment. What is this? Does that richen up the oil mix a bit?

I believe the bolt /screw you are referring to under the carbs/reeds is the "bleed bolt" for bleeding oil delivery line, it is not an adjustment point.

Manual says to make adjustment at Cable. Distance = 0.866 + - 0.039 in.

That is a bleed screw you use when you put on a new pump or run it out of oil. It is not an adjustment screw. Only adjustment is in the cable.
