just got a 99 vmax 700 deluxe. looking it over and i find a clamp on the hose goingfrom the carbsto the front of the crankcase. i think its for coolant. any reason why they would put this hose clamp on the line? its not crimped off but id say half blocked for some reason???
should be a shut off valve for the carb coolant, perhaps someone yarded it off?

thats still there on the air box. this is a clamp type like you would use if you were to remove the hose from something and not want to loose all fluid. but its on there half closed off. hhhhhhmmmmmmmm im now thinking that someone left it on there when they removed the carbs. to not let all the coolant out and never took it OFF!!!!!!! for some reason i thought it was on there for some kinda performance????!! or some kinda reason.
sounds like somethings awry there. leave the oem valve in the off position, fire the sled, slowly turn the valve after uncrimping the hose in question, and check for flow. if its flowing, hook it back up to the carbs, make sure the exit end of the carbs is connected, look for leaks and make sure theres no airlocks, and dont overheat. good luck!

I would bet that is what happened - somebody forgot to remove it after servicing the sled.
