95 vmax 600 at 7600rpm

my buddies 95 vmax 600 has no pull at all at 7600 once it hits 65mph its done and he just put a new belt on and cleaned the carbs clutch looks ok. it pulls good untill 65 then it feels like your floating. any ideas????

Stock target is 7800 on top so he's under rev'en some.

well just looked at it the belt sticks up on the secondary about 1/8 inch also clutch kicks in now at 4000 befor belt change it was 3400rpm (he said)
