Does anyone know how much pre-tension you need to put on the rewind coil of the pull start? Rope broke on a 87 Exciter and repair was fine I am just concerned that I put too much or not enough rewind tension on the return spring.

not totally sure,,but when I rebuilt mine I had to make sure when the rope is all the way out it does not over stretch spring!

Pretty much what others have said, you should be able to get the rope length from the pieces of the one that was on there, just wind it back up to where you have enough left to tie it back up on the handle, might want to start with some extra rope, you can cut it off later. Really try not to let the spring come out, you can put it back, but it is not fun.
