VMAX 600 XTC Top End bog

I have a 1998 VMAX 600 XTC that runs great until I go try to open it up. It hits 8200rpm or so until I reach around 80km/r it then drops off to 5000 to 6000rpm and will not go past 80km/r or so. I have to let off the throttle and slow down before I can rev it back up to 8200rpm. Will not go over 80km/h

Carbs were cleaned
new belt
newer primary

Sound like a clutch problem .
