NO, THAT SECONDARY DOSE NOT HAVE THOSE SMALL WASHERS UNDER THOSE SCREWS. IT HAS SHIMS. IT SHOULD HAVE TWO SHIMS UNDER CAM. IF IT DOSE NOT, YOU NEED THEM. 3:16 (yammie tony)

you will have to pull clutch and split it and take out shims, it may just need a new belt.

I always mark all of the moving parts with a felt pen for timing before I take it apart. Its almost a two man job you have to push down and turn at the same time you take the snap ring off, then carefully release spring tension by allowing it to turn as it comes apart. Also take note of your springs position as you take it apart.
