I was having problems syncin my carbs on my 98 Phazer. When I would have them good and matched at a idle position at WOT they would be out. the far side would go past wide-open. Some people said online this is fine. Well I found that the carbs if they do this must have been moved on their bracketery. Took a screwdriver and loosened the brackets holdin them together. A little twist and u can watch the outside butterfly move!
All in all took some minor tweakin, but now it starts together and they end together.
Boo-ya.

thats the exact same thing i found with my 88 i just bought. It is very sensitive to the brackets being twisted at all. I took my brackets off and tweeked them one at a time. Now i'm trying to figure out a tougher/stiffer front end to hammer trail with, any ideas? would a phazer 2 front be better?

All I know is that my 98 SS with its 40" front and like new shocks to my buddies 86 and 91(which) is a 2. My SS felt like a different machine.
