OPPOSITE ends of carb so to speak! The pin the float pivot on has to be removed. DONT hit it with a hammer and punch! It will break arm off! I use a pair or needle nose pliers. Stick 1 jaw inside arm and other on outside end of pin and SQUEEEZE! It will pop them pin slides out. These can be a huge PITA sometimes. With pin out you can lift float with the needle hanging on it. Remove the phillips screw holding seat in carb. Grab seat with needle nose and pull it out, will have the "top hat screen" The needle and clip positon is under the black covers on the top of the carbs, will post a link about that in a minute

From what I see in your pics yes the half of the one is busted off. Yes you can work the throttle positon and flush the crud out, keep in mind its going into the throat and will then need cleaned out of there.

To answer your other question about the "something missing".Unless I am missing something in the pic what I am seeing is the "slave" carb. The adjusters are for adjusting slide height. The other 2 have to be adjusted to match the slave. Grab a drill index, with the carbs in idle position find a drill bit that will fit snuggley between the slide(part that goes up/down with throttle movement) and the bottom of bore of carb. Check the other 2 adjust as necessary, all should same. Some guys say to check at mid throttle with like a 5/8-3/4in or similar socket, up to you.

Just that moment when you pulled the cover off and thaught, WTF? Are you Fking kidding me! This cant be right 3 carbs should look like 3 carbs.....NOT 2 3/4!

hahaha! that's what got me! ive never seen inside these things before so I FREAKED! when I saw that the middle one was different. That's where I was thinkin....what the hell has this guy rigged up? lol good times! is it a good idea to use compressed air to clean the carbs out a little better?

just took a closer look, and the mains are all the same at 147.5. pilots are 42.5 shouldn't one of the mains be a bit bigger? where is the pilot air jet and air bleed screw?
 
fuel screw is underneath on the outside of the bowl, engine side. there is no air screw. there's an air jet in the mouth of the carb, airbox side. But that shouldnt need changing. just make sure when you spray carb cleaner through the pilot it comes out through the airjet as well as the tiny hole inside the carb just after the slide.

the air jet is that little tiny brass screw with the slotted head right?
 
Probably some of you guys already know this but I had to clean the pilots on my buddies venture this weekend and I used my little Milwaukee impact driver to break the float bowl screws loose and it worked like a charm. No screw even came close to stripping. Of course I didn't use it for reassembly. :)
