So I'm getting this 02 Vmax 700 I bought last month ready to ride. Belt is a bit low in the secondary. Measured the belt and it's about %50. I've added 3 washers for a total of about 2mm and each time the belt seems to go lower not higher. WTF is going on here?

check condition of the spring,maybe broken,check the ramp buttons.Maybe the helix has no wrap on it,thus keeping sheaves open.
