85 Phazer has me stumped...

I bought a 85 Phazer, not running but had spark and compression. The guy had it as a project but did not know much about sleds so he put it up for sale. Had not been running for years, so I removed and cleaned the carbs, drained old fuel from the tank, replaced several fuel lines, and tried to start it. It pumps fuel to the carbs, has spark - but will not start. Starting fluid or some fuel in the spark plug holes only makes it back fire out the exhaust - or back fire and yank the chord out of my hands (ouch..).

Could the timing be off? I am at a loss, and I am hardly ever at a loss. Any ideas?
 

1.) timing is off via the stator plate, someone might have messed with it.

2.) pipe has gas in it

3.) flooded crankcase and pipe.

I would pull the pipe off first and see if any raw fuel is in it, then pull motor over without plugs in it and the kill switch off, does gas come up and out of sp plug holes and exh port?

if "no" to both of those youll need to pull the recoil and flywheel.
