the bottom of the belt ribs should be just about even with the top of the sheaves. a little trick that i do is simply set the belt to the secondary while the secondary is off the machine. quicker and easier than going back and forth, belt on, belt off, secondary on, off, etc. just drape the belt over the secondary and see where it rides. all this is on the assumption your center to center is good between the clutches.
the adjuster bolts are flat tipped when new, but they do wear by design. theres also a plate between the sheaves that those bolt tips ride against that can wear indents from the bolts. if you have alot of miles, you may check the plate. quick fix if its worn is to remove it and turn it over smoothing out any ridges before re-securing it.
the washer thicknesses are optional for setting the deflection. sometimes you need a full 1mm, sometimes only the .5, sometimes both together or even more. i have stacked several in racing applications, but i wouldnt recommend it in your application. the more washer, the closer the sheaves, the higher the belt. higher belt=tighter deflection. you get the idea.
