The tech section shows that you have the stock weights, but your sled came with no rivet in that center hole. And if your weights are loaded too much you will lose rpms, which is the problem you are having. I would try pulling it like you said and see what happens, get a base line. maybe you'll be happy with it that way. If you aren't then maybe you can try another type of weight. Start with trying to fix the easiest things first and work your way up to harder (and more expensive) solutions if that doesn't work. That's my best advice.

I had a 04 mt viper. Stock it would over rev on trails but was pretty close in deep snow. Perhaps the previous owner didn't spend much time off trail and added the mid rivet to get the revs down

Mine did the same. Make sure your powervalves aren't stuck. If they are good, lighten up those weights
