85' Phazer no low end power

I rebuilt an 85' Phazer 480 last year, put a rail/tunnel extension on it from 116-136 (I dont think this has anything to do with the issue Im having)
It starts up fine, Idles a bit rough for a while but smooths out. When taking off it takes almost full throttle to make it move once moving it has no power up until about 5-10mph then it takes off like a rocket, im 6'2" and 190lbs and when it kicks in it pulls HARD, scared the shit out of me the first time.

I just cleaned the carbs, new fuel lines, new belt, cleaned clutch faces, new choke cables, new axle bearings, new track, all new idler bearings/wheels. When I picked it up two years ago it had been sitting in a wood pile for 3 years and only ran on one cylinder.

Any help would be appreciated, running out of ideas.
 
Whats in it for gearing? Whats in the clutches? Are the clutches clean? Belt deflection good? Is the sled stock or piped?
 
Tried playing with the choke, just kills the machine. Gearing is stock, clutches are stock and clean, belt is new (100kms on it) and deflection is within spec. The sled is completely stock other than the long track conversion, but a phazer should have plenty of power to turn a 136 without needing gearing, should it not?
 
My only guess is even after cleaning the clutches something is still binding, Im guessing in the primary?
 
brother has a sled doing something like this. it is his primary clutch that is the problem. you need to take it off and break it down for cleaning/inspection. odds are it needs some love because of stiff/stuck rollers and bushings. a new spring would not hurt it either.
