When I did run studs, I had the tougher 60 degree studs against both rails. As I got further away from the rails, I put in the sharper studs to help with penetration. Ya usually don't have any penetration issues close to the rail. The 60s (or a higher degree) are a good compromise for the studs next to rails.
I've never run chisels & picks. But I'd probably put the chisels next to the rails.

I believe you can but you have to think about the rotating mass. would have to find out how to balance it out.

I would put them towards the middle of the track to prevent tearouts, definately wouldnt go on the oustide of the rails. Just mix them in so the weight distribution is even around the whole track.

For racing yes put them on the outside rows of track with square alum washers and trim the rubber for at least 3/8 penetration if you need it.Go every other row so that would be 48.Turn them the right way and it will hook.Remove them for low snow trail riding or they will pull out and keep the track tight as it will stretch if you make any power at all.
