03 viper PTO cylinder dead?

Looking into the the spark plug hole, the PTO piston looks brand new, the other two have carbon build up.
PTO and center carbs had the pilot jet plugged solid. Haven't gotten the third carb bowl off yet. One screw on the bowl is not wanting to come off.
I had paid someone to clean these carbs for me before my first ride. I only went out three times(40-50 miles each time). Could they get clogged that quickly? or did I get hosed?
 

you can use a pair of needle nose vise grips to loosen up the bowl screw if its stripped out on the head.

youll likely need a new gas filter in the tank if the pilot jets are plugged up that soon with junk.

sounds like the float is sticking or something making the pto run very rich if theres no carbon on the piston top. you can also check to see the choke plungers are returning all the way, that would make it run rich on a cylinder as well.
 
Also found air fuel screw on center carb missing the o-ring. When I button everything up should I use thread locker on the bowl screws or anti-seize compound? I am replacing the carb bowl screws with black plain steel allen screws. I am trying to prevent galling.

Use stainless steel socket head cap screws. If you can't get any, send me your address and I will mail a set to you. Do not use a thread locker on these screws, not needed. I've never had one fall out.

Update-
Cleaned carbs, replaced missing o-ring, put new fuel filter, new spark plugs, and fresh gas. Got it started.
Idling erratically, soft pop every once in a while, and engine vibrating quite a bit. PTO plug has small amount of wet blackened fuel on electrode(metal of electrode does not have heat induced coloring) other two plugs are wet also but have been firing. Used in-line spark tester and PTO cylinder is showing spark.
I pulled a wire off each cylinder as it was idling and each of the three seemed to affect idle when removed-even the PTO cylinder. I am stumped.
Could the power valves have anything to do with this? Seems that the PTO cyl. cable going into housing is slightly looser than the other two.

I have your set of carb screws ready to ship to you just have not been able to get to the post office due to a 7 day a week work schedule. I should be able to send them this week.

It's alive! Thanks to all who helped, especially the generosity of Rx1Jim! I know its early but I'm ready for snow.(well almost)
