I picked up an 85 SRV that runs extremely high idle and bogs and backfires when pressing the throttle. The throttle cable is fully adjusted as loose as it will go. It looks like the previous owner bypassed the wires connected to the TORS by looping them together. I did notice a broken wire on the bypassed loop going back into the TORS switch connector on the throttle body. I didn't think this could cause such a high idle scenario. Can that cause this phenomenon?
sounding like a bad crank seal or carb boot. spray both areas down with quick start or flammable brake cleaner while it is running. if it picks up more rpm, that is the problem.

On the early TORS (mid 80's to mid 90's) it would kill the spark all together. By the mid 90's it would let the sled idle but not exceed about 3000 rpm. Sounds like it's running real lean. The 85 SRV came with a Kehin butterfly carb. If flip the choke on briefly as you hit the throttle and it revs up without bogging or back firing with then I would start by cleaning the carb. Also If it does not idle down when you back out the idle mixture screw then there is a good chance the idle/low speed circuit is plugged. With the Kehin butterfly carbs you need a clean and properly adjusted idle/low speed circuit in order to transition to the main jet without bogging.
