the over rev is likely the high secondary spring tension from the sec. clutch. just add some weight to the tips. if your worried about buying rivets just put a small dab of mig weld on the steel rivet end and grind the weld to all 3 weights the same. add about .75 to 1 gram on the tip rivet.

you will find that 98-99 srx make peak hp 137hp at 8350 rpm, not 8500rpm. 2000-02 srx make peak 140hp at 8500rpm. Going to 8700rpm and you begin retarding the timing from cdi box, so no, 8700 is not good. You want the initial hit to be 8100rpm(peak torq.) out of the gate and climb to 8500rpm.

adjust them, they cant be operating correctly, thats the exact rpm it will only pull if the valves dont work. usually they are pulled thru the ends from not being removed and cleaned.
