What jets does it have? What are your carb needles set to?
It looks to me like they say 135.3???

ok you should have 1 136.3 in pto and 2 133.8 in center plus mag. Adjust your fuel screw from lightly seated to 2 turns. I usually do this in half turn intervals. Far as clutching give everything a good cleaning and at wot you want no more than 8500 rpm.

Your carb needles are adjustable and control mid range jetting from 1/4 to 3/4 throttle.
Factory stock is 3rd notch ( there are five notches on each needle) with the two little washers under the "C" clip.
Placing the "C" clip a notch higher lean your mid range. It Lowers the needle and flows less fuel threw the main jet
Placing the "C" clip one notch lower richen your mid range. It raises the needle and flows more fuel threw the main jet.
The little washers are to fine tune the needle settings.
You can adjust your needles without removing your carbs from your snowmobile. Once you get good at it, it takes less then 15 minutes to do all three carbs in place

Make sure your not sucking air from somewhere as well. Carb boots would be one thing to check. As stated before RPM's are too high. You need to clean and adjust clutching to lower that down. As Blevis213 stated 8500 is right about where you want them at. When your plugs were white did you see anyother material on the electrodes?
