If you don't get it fixed right the first time it will eventually come back to haunt you probably at the worst time possible!
At this point you would be best to remove everything and properly locate the hole. While it is out you can have the cooler tig welded. Where you drilled was straight into the cooler. The hole in the tunnel you found was for the old bleed screw in the cross over tube. I will post a photo with measurments on where I found my bleed screw to be.

I believe the bleeder bolt and the hole in the tunnel are not going to line up, who ever installed the cooler needed to do it then,the bleeder bolt is on the other side i bet you. its there believe me...

i checked the measurements, not there, was those stock? i think i have a bender, if anyone with a bender rear heat exchanger, can them give me the measurements of the bleeder location, thanks

I had the same problem with my 02 viper in that when I went to bleed from the screw on top of the carb heaters no fluid came out, elavated the front and back to try to get fluid out and it didn't work. Bleeding from the back went fine.
