Bad Stator?

for the pulser coil go white/green wire to white/red wire off the stator plug. 210 ohms, +/- 10%, with 203 ohms being spec. charge coil is brown to black/red 435ohms +/- 10% with 421 ohms as spec. these numbers are achieved with the parts at 68* F.
 
On the pulse coil I got 190.9 ohms on the charge coil i got 411.6 ohms. Both were at 20*F. So I don't see a problem with it. How can I check the CDI?
 
The problem I am having is the mag a pto cylinders are not firing at idle and eventually flood out. I went through the carbs and they are in perfect condition. The spark looks weak so I am thinking it is an electrical problem.
