This is a weird one, I would think stator everytime...except that you have a new one on it already. Wouldn't be the first time I've seen a new part be bad right off the shelf though.
MrViper will get you squared away, make sure to do the checks he posted. I'll be following this one, very curious what is going on...

I got some voltage in the pickup coil plug but not a every crank like 1 pull out of 3 and i got 2-3 V out of the magneto and at the cdi but nothing pass the cdi box .
I found that my rotor is very rusty and i got a other one that is way cleaner so i will put the other one in tomorow. Because the 3 little strips on the outside of the rotor are rusted out maybe the pickup coil struggle to cath them ...
Does it sound good to pass a little sandpaper on those strips to get the rust out ?
Thanks

yes, make sure the magnets are clean and then spray off with carb cleaner and blow it dry with compressed air, recheck voltages.
if the voltage does not come out of the cdi box, the box is bad.

Hi, with the magnet cleaned i get some volatge every pull and pass the cdi and a the coil but only if i put a ground wire from the frame to the head bolt and finaly i got spark.
I start it it run fine but no headlight and rpm and sometime when i touch the throttle it died, i have unpluged everything on the handlebar and unpluged the two plug at the hood hinge and the same story it run ramdomly and he died sometime ...
Maybe a bad ground somewhere ?
What should i do next ?
Thanks

take loose the tank cowl, part with vent slots above footwells, your cdi and stuff are located on left side, check all wiring there and the ground.
I would take loose the cdi box and inspect all the wiring on the left side if it were me,sounds like its a corrosion problem.
BTW_ does this viper have electric start?

Hi, i will recheck the wiring at this place and do some continuty check but i already check the little ground under the powervalve motor, in the manual it have two ground place, frame ground and engine ground, where are they ?
My viper does not have a electric starter (2003 mtn viper).
When he was ideling the speedo and the light come on but the rpm was not working before i unplug it.
Thanks

just hang in there, you have to remember I cant look at the sled so your being my eyes. So you will have to do some things in the order for me to tell you whats wrong, there is a method to my madness.... trust me...lol
did you pull the harness out from under the engine yet?
you have a wiring problem and not a bad cdi box and obviously the stator is good, so youll need to pull the harness from under engine next, unplug up at hood hinge. tie a string about 3ft long on to harness end plugs.
next reach down and unbend the harness retainers, they just bend open with your fingers, get as many as you can under the exh and engine.
remove carb rack and lay off to side(airbox also out)
pull engine harness up and out by recoil and pull it all the way back till the plugs are visable down by the recoil.
report back.

Hi, i already pull the harness under the engine and found nothing weird on it, no rub or scratch and i put a extra shield on it, but i dont have opened it like the harness in the footwell, should i do this or just a vues from the outside is good ?
I proceed exactly as you said but i could not pull it all the way back, the plug jammed between the motor and the frame (where the spoket are, under the carb rack), the carb where removed .
So i must keep doing that and search the harness by opening it like the photo ?
And maybe i should check for ground place ?
Thanks

Did you check the kill switch? Ignition switch and load control relay?

may b as simple as corosion or bent/broke pins on any of the connections, while you got the harness out looking it over anyway..

if you added a ground and got spark then your componets are good (cdi, stator, coils)and the wiring is not grounded somewhere then, so your gonna have to go thru and find the problem.
As someone said its a good idea to check the kill switch as this grounds out and thats how it kills the engine.
I know its frustrating, its the worst kind of problem, check all harness even one that goes under the handlebars and gastank, they rub and ground out on chassis.

Ok i will continue in my harness but a little question , does the T.O.R.S. kill the engine or just drop the rpm down above 4000 rpm ?
Thanks

just limits the rpm
Check the killswitch connector under the handlebar cover. Buddy added risers to his viper this summer & it has burnt us twice so far.Causing us far too many pulls on the rope till Brain kicks in & we check for spark ,,,,DOH ......
