Joe, what that mean is any tax dollars you pay for that bike purchase, as well as some other fees ( such as freight, possibly set up fees etc) can be written off at tax time in January 2010. what that means to you, is 5.56% of 8k, about 450 dollars just for tax, and hopefully more. It is not a lot, but it will help.
